    Managers today should take into account their organization's external policies and political patterns first before considering their internal affairs. Recognition of aspects, criteria and influential indexes are extremely important issues that they should be completely aware of. To this aim, the present study aims to come to term with the aspects, criteria and human resources policies of Defense Ministry with the emphasis on 1404 perspective. This study is a practical-developmental one in which the data target are human resources managers of …, senior managers and those experienced in policy making in this field. 96 samples were selected from the data target. To analyze the data, the researcher applied a descriptive-deductive method, in which it includes …,T student, The findings suggest that values, decision-making, executive, and testing impact the process of human resources policy making in Defense Ministry with the perspective of 1404. The aspects and indexes were verified. Meanwhile, there was a meaningful relationship between the aspects, indexes and unity criteria.

    National programs of Iran’s five-year statistics for providing necessary requirements to improve Iran’s statistics status nationally and internationally are defining without having theoretical and applied definitions of official statistics, system of official statistics, and official authority of Iran’s system of statistics. This paper explains the Root definitions of Iran’s system of official statistics. This research is a qualitative one and based on research in Soft Operations and Soft System Methodology(SSM).Throughout the seven stages of this methodology, other approaches and methods for doing a qualitative research was used including content analysis, interpretive analysis, comparative studies, depth interviews with experts, and doing semistructured meetings with the experts of focus group and Consensus group. The expert interviewees were selected by using snowball sampling and reaching the volume of 40 persons. The findings resulted in presenting Root definitions of official statistics, system of official statistics and explaining the concept of authority of Iran's official system of statistics. Other outcomes of this research are counting official statistics in the world and determining the boundary between official statistics and specialized department statistics in Iran's system of official statistics.

    The main goal of this research is to design strategic directing on the management of employment at the national level. Four aspects were considered in the design template. “Directing” dimention is considered as an encouraging and motivating force to stimulate and mobility of the demand and supply sides of the labor market and dimensions of “goals”, “doctrine” and “politics” as direction maker bases, forming Dos and Donts and rectifier decisions to ideals employment. factors of directing dimention in this development – Practical research has been achieved from the experiences of the Islamic Republic of Iran and factors of goals, doctrines and policies has been achieved from constitutions of the velayat-e faqih intentions. Two community of experts have been monitoring the process of extracting elements of a model and they have confirmed its validity and reliability. By designing the pattern, it was found that in order to have genuine progress in improving of employment that are suposesed to be based on social acceptance and in accordance with religious values, Four factors of directing dimention in the management of labor market, ie, “social protection of labor”, “increasing the capacity of labor mobility”, “Stimulating firms to absorb labor force” and “strengthening the employment of labor”, should be along and in accordance with 20 factors of direction maker elements. Using social – cultural sites, such as familis, is considered as one of the most important research suggestions to move towards the implementation of the proposed strategic model.

    Iran's Comprehensive Scientific Map is an inclusive, harmonized, and dynamic set of foundations, goals, policies, strategies, structures, and necessities of science and technology strategic change based on Islamic and futuristic values for achieving the goals of Iran's 20-year vision plan. Rereading the recent years words of Iran's Supreme Leader, the macro plans and goals of the Islamic Republic, including implementation of the country's comprehensive scientific map, is only accomplished by translating it to a national discourse. This research is intended to study dimensions and factors based on grounded theory for the implementation discourse of the country's comprehensive map according to Supreme Leader's viewpoint. The computer data analysis software MAXQDA12 has been aided in data analysis, all the speeches of Supreme Leader's since 1988 coded line by line, and reviewed and reexamined multiple times to achieve theoretical saturation on key concepts and Categories. Eventually, 6 Categories and 62 key concepts extracted from 405 codes were identified out of His Excellency's remarks. Ultimately, the discourse pattern for implementation of the country's comprehensive scientific map has been presented based on Supreme Leader's viewpoints.

    More than a century has passed since the first endeavors have started around establishing a framework for public administration of the countries. These studies tried to build the theoretical frameworks required to study the quality, quantity, and know-how of public administration of the countries. Each of these models has been used with a new approach to subject and provided the instruments required to the researchers of this field of study. The current study aimed at building a theoretical model for administration of public country's affairs at a national level. To cover this aim; it was needed to identify the dimensions, categories, and indices of public administration in a meta-disciplinary and interdisciplinary theoretical framework. The authors have conducted some deep studies at the theories related to the public administration in the strategic management, public policy, and cognitive science and offered a compound framework of all these approaches to study in this scope. Through using analytical – interpretive methods. They also tried to offer a theoretical model for public administration at a national level through a group discussion among experts groups and consequent Delphi through a mixed exploratory methods composed of qualitative to quantitative methods and vice versa in conjunction with each other. The theoretical dimension of the model consist in the explanatory components of definition, guidance philosophy and operating values and patterns of decision-making. The operational dimension of the pattern consist in the governance activities and environmental factors. If the model was used at organizational level the missions must be added to the components of the operational dimension. The indices of each dimension is inside the text. Based on this model governance activities can be done by governance parts including government (state), people, and wealth institutes. The above-mentioned parts make decisions and do action to solve past, present and future problems in any fields of the public administration. All decisions and actions lead to successful and unsuccessful achievements.

    Given the undeniable importance of innovation in development organizations to achieve self-sufficiency and progress in various fields Requires innovation and providing the necessary fields to promote innovation so that they can have a high position in today's dynamic and complex world; Among the factors critical innovation for enterprises to create value, competitive advantage and improve their performance. Acknowledging the above subject and to evaluate the study "Identification of industrial enterprises innovation defense phased approach" is written. This study was descriptive survey method and statistical population were purposefully selected based on Morgan table, 220 individuals were selected as samples. To collect data, a questionnaire consisting of 52 questions was used and its reliability by using SPSS, 0/996 were calculated since the data were normalized, to analyze them the confirmatory factor analysis using LISREL software was used The main results are as follows: There are many innovative strategies, process-centric and management talent and creativity;Management features, management, information technology, education and personnel development process; inter-organizational factors, vision and common goals among employees, product innovation, internal research and development activities on innovation and knowledge management effective defense.

    The present article is the result of a detailed research that is designed and compiled to present suggestions based on scientific description and analysis for mental nourishing of the organizations and cultural institutions of I.R. of Iran. Hence, the obtained results are obviously suitable for a specific time section and should be reviewed in a five or seven year periods. Generally, the great governmental organizations specially cultural institutions and organizations demand the strategies based on the social realities and related to issue data in order to improve their political actions quality or responsibilities. Thus, the major problem of this kind of researches is based on this general need. In other words, the problem of this research from the affirmative aspect is to access the strategies which applying them can best advantage the mentioned organizations and ensure them about the effectiveness of their activities. It means that the institutions and organizations which are acting now are not equipped to such optimized strategies. So, assuming that these needs and strategies only depends on the society for which the needs and strategies are defined , this article research method is grounded method. This study consists of an statistical sample of experts, pundits and cultural, power and national security and political sociology issues strategies experts chosen in clustered way and the sample amount by Cochran formula is 156 . Data gathering for the literature and background part has accomplished through libraries by taking notes and making interviews with experts and by means of interview and questionnaire which the tool reliability by the Cronbach's alpha factor is calculated and confirmed amount of 0/81. The analysis of the findings has done by the SPSS based on the descriptive and inferential statistics indexes in the frequency tables, frequency percent, average and standard deviation. To making the experts responses ranking more meaningful, the strategies have been analyzed by the SWOT technique. The most important findings and strategies of this research are:*Acceptance of the God province by the score of 98% as the maximum strength point index. *Cultural institutions and organizations Inactivity by the score of 91% as the maximum weakness point index Also, the components of the perseverance and resistance culture by the score of 94% and the west soft war against the cultural infrastructures by the score of 91% are respectively assessed as the most important opportunity and threat factors for the inner reinforcement and development of the national power for the Islamic Republic of Iran.

    Culture is the onset and key to fortification and development of the Islamic Revolution of Iran’s (IRI) inherent power as it is considered one of the highly effective elements in ascent or descent of national power. Undoubtedly, cultural vulnerability factors impose impact on the decline of national power. In the meantime, the current paper aims to measure the impact of cultural vulnerability factors on the fortification of national inherent power. Accordingly, it renders an introduction and significance of the study and poses the hypotheses in light of the theoretical grounds. In regard with typology, the present study is an applied one and methodologically, it is a quantitative and qualitative research which gathers data on desk and in survey. The population of the study is consisted of 24 persons out of lecturers, experts and specialists in culture who possess appropriate knowledge on the IRI’s national power and goals. In the same vein, it exploits a researcherdeveloped questionnaire, drawn upon Likert Scale, to gather data and measures the validity and reliability by SPSS which hits α = 0/945. Following, it analyses the constituents and sequences the cultural vulnerability factors effective in the fortification of the IRI’s inherent power and determines the overriding element as structure or organization associated with cultural indices in efficiency; it determines the utmost significant constituent in respect as soft war and psychological operation, cultural dejection, cultural invasion and misconception of religion.
